The changes were based on the various experiences that had been made in response to the accident at the Fukushima Daiichi Nuclear Power Plants in March 2011.
After that accident, the NRA asked the Radiation Council to examine the radiation exposure limit provided in regulations authorized under the Reactor Regulation Law, while the Ministry of Health, Labour and Welfare inquired similarly about regulations in the Industrial Safety and Health Law. The Radiation Council assumes several points as the basis for preparing its report, as follows:
- Implementing appropriate education and training for the nuclear workers to be engaged in emergency work.
- Organizing a sufficient amount of the necessary material and equipment related to radiation.
- Implementing appropriate health checks for the workers after their engagement in emergency work.
