In an evaluation report draft released on November 19, an expert panel of Japan’s Nuclear Regulation Authority (NRA) deemed the D-1 fracture zone lying directly under Unit 2 of the Tsuruga Nuclear Power Station as a fault that “might become active in the future.”
On December 9, the plant operator, the Japan Atomic Power Company (JAPC), pointed out what it believed to be 61 problems in the report, saying that there had been mistakes of fact, omissions of key points, and conclusions not based on observed facts and data. It thus asked the NRA to set up another opportunity for JAPC to explain and discuss its position.
On December 10, the NRA held a peer review session on the evaluation report draft, hearing views and opinions from experts involved in the evaluations of other fracture zones.
The background information has been presented in the Atoms in Japan article, “Thin Reasoning in NRA’s Argument for Active Fault under Tsuruga-2,” released on November 25, 2014.
